Urban Child Symposium – April 12, 2012
UBalt President Robert Bogomolny, School of Law Interim Dean Michael Higginbotham, and CFCC Director Prof. Barbara Babb introduced CFCC's fourth annual Urban Child Symposium. This year's symposium centered around the urban child's interactions with and the effects of the juvenile justice system.

Keynote speaker Prof. Bernardine Dohrn led the day's events with an overview of the history of the juvenile justice system and insight into the necessity of juvenile justice reform by discussing 4th, 6th, and 8th Amendment jurisprudence as it relates to juvenile law.
The first panel identified the juvenile and his/her needs. Moderated by Prof. Barbara Babb, the panel included:

- Prof. Odeana Neal (Associate Professor of Law, UBalt School of Law)
- Gregg Bernstein (Baltimore City State's Attorney)
- Prof. Gloria Reeves (Assistant Professor of Psychiatry, University of Maryland School of Medicine)
The second panel provided insight and analysis of the juvenile justice process. Moderated by CFCC Senior Fellow Gloria Danziger, this panel included:
- Secretary Sam J. Abed (Secretary, Maryland Department of Juvenile Services)
- Hon. David Young (Judge, Circuit Court for Baltimore City)
- Nick Moroney (Director, Maryland Juvenile Justice Monitoring Unit)
- Patricia Puritz (Executive Director, National Juvenile Defender Center)
- George Simms III (Assistant State's Attorney, Montgomery County)
The third panel discussed promising practices in juvenile justice. Moderated by Prof. Odeana Neal, this panel included:
- Bart Lubow (Director of Programs for High Risk Youth, Annie E. Casey Foundation)
- Kimberly Armstrong (Parent Advocate and President, Diamond Development)
- Neelum Arya (Research and Policy Director, Campaign for Youth Justice)
- Prof. Timothy R. Fowles (Assistant Professor, Department of Psychology, University of Delaware)
